Uber Driver Facing Fine For Not Speaking English Well

A South Florida Uber driver is facing a $250 fine because she doesn't speak English well.  

Carmen Echevarria got the ticket from a Miami-Dade Police Officer outside Miami International Airport because she was not able to communicate in English with her passenger. And while you may be scratching your head at this one, English speaking is a requirement for ride-share drivers in Miami-Dade.  

Echevarria may not have to pay the fine, because Governor Rick Scott signed a law that sets up statewide regulations for Uber and Lyft last month. 

That law overrules local laws like the English speaking requirement.
