New faces formally join the Miami Commission today as Rolando Escalona is installed in his District 3 seat. Barry University's Sean Foreman says this marks the first time in fifty years Joe Carollo isn't in the mix, he was first elected as the city's youngest commissioner in 1979 at age 24. He says the change should lead to a fresh start, with new names and ideas. Mayor-Elect Eileen Higgins formally takes the reigns tomorrow.
