Woman Arrested After Allegedly Blocking Traffic On Palmetto Expressway

Cutler Bay, FL - A Cutler Bay resident was taken into custody Tuesday after a domestic incident on the Palmetto Expressway led to multiple charges, according to the Florida Highway Patrol.

Troopers reported that 39 year old Gisell Mansur was arrested around 4 p.m. near the West Flagler Street exit following an argument that began inside her husband’s SUV.

According to the arrest report, Mansur and a visiting friend had been picked up by her husband from the 94th Aero Squadron restaurant in west Miami Dade.

Troopers stated that both women appeared heavily intoxicated and began arguing inside the vehicle.

Mansur’s husband pulled over on the expressway in an attempt to separate them.

While the SUV was stopped, Mansur allegedly kicked her husband in the face from the back seat before exiting the vehicle and climbing onto the hood.

Officials said she then walked into a travel lane, sat down and blocked oncoming traffic.

The incident was captured on a live roadway camera monitored by the Florida Department of Transportation.

Troopers observed redness on the husband’s face, but he declined to provide a statement or allow photographs.

After being detained and taken to FHP Troop E for processing, Mansur allegedly refused to exit the patrol car and began kicking the vehicle’s door and window.

Troopers reported that she spit in the face of an officer during the struggle, which led to her being tased and brought under control.

She was later transported to Turner Guilford Knight Correctional Center.

Mansur faces charges including resisting an officer with violence, assault on an officer, battery, disorderly intoxication and disorderly conduct.

Bond was set at 3800 dollars for several charges, with bond pending on the assault on an officer count.
