The man was thrown out of the meeting since the topic was not on the agenda, but Carollo says this is unacceptable behavior. The seizure comes after a court asked the city to garner Carollo's wages. He's accused of violating the First Amendment by destroying two businesses in political retaliation. He's been ordered to pay millions to the victims.
