VIDEO: FL Teens Will Not Face Charges For Recording Man's Drowning Death

A group of teens in Central Florida will not face charges after they filmed and laughed at a man drowning in a pond last week.

Jamel Dunn drowned to death in a retention pond in the city of Cocoa on July 9. 

Officials have released what is called an “extremely disturbing” audio audio recording, where you can hear the teens cursing and making fun of a 31-year-old disabled man drowning in a fenced-off pond.

On July 12 police found a “badly decomposing” body of the man identified as Jamel Dunn. Dunn’s fiancee initially filed a missing person report when he did not return to their home, but she then discovered the teens’ video on Facebook from a family friend and turned it into police.

Police identified and interviewed the five teens involved. 

Cocoa Police Chief Mike Cataloupe calls their actions "utterly inhumane and cruel," but says criminal charges won't be filed because state law doesn't require people give or call for help when someone's in distress.

“We can find no moral justification for either the behavior of persons heard on the recording or the deliberate decision not to render aid to Mr. Dunn,” prosecutors said to Florida Today
