A former Miami Commissioner announces he's running for Mayor in November. Ken Russell says he wants to increase the size of the commission from five to seven, plus restrict elected officials to two four-year terms. Four other candidates have filed the paperwork to run, but they're not well known. There are rumors Commissioners Manolo Reyes, Joe Carollo and Francis Suarez' father Xavier are also tossing their hats in the ring.
