The first medical marijuana dispensary opens within the Miami city limits almost a decade after medical pot is legalized in Florida. Commissioner Manolo Reyes is backing an ordinance to regulate how many can open and where they can set up shot. Medical marijuana shops have been fighting the city which claimed the federal Controlled Substances Act classified cannabis as an illegal drug, superseding state law. Recreational pot is still illegal in Florida after the amendment failed to pass last year, just four percentage points shy of the 60-percent needed.
