The State Department commissioned a report that warns that the U.S. government must act quickly to avoid the devastating risks of artificial intelligence to national security and the human species.

The phrase "extinction-level threat" came up and the report advised that the "US government must be given new 'emergency powers' to control the technology.

The report titled “An Action Plan to Increase the Safety and Security of Advanced AI,” recommends the federal government take unprecedented actions that, if enacted, would radically disrupt the AI industry.

The State Department compiled the report and an action with the help of government employees, experts and workers at cutting-edge AI companies.

The State Department commissioned the AI report in November 2022 as part of a federal contract worth $250,000, according to public records.

According to the report, a new federal AI agency "should require AI companies on the “frontier” of the industry to obtain government permission to train and deploy new models above a certain lower threshold."
