LISTEN: Florida Taxwatch Weighs In On Rays Ballpark Deal

ST. PETERSBURG, FL -- A nonprofit that identifies itself as the "eyes and ears" of Florida taxpayers is weighing in with its opinion on the proposal to build a ballpark and redevelop the Gas Plant site where Tropicana Field currently sits.

Florida Taxwatch doesn't take a stand on whether the project is worth it to taxpayers, citing the "intangible value" of baseball along with items like parks and libraries that aren't expected to turn a profit. But it does point out some areas of potential risk. Those include the possibility that the city won't reap the expected economic benefits, and that the Rays would still be able to leave. Taxwatch's report recommends provisions allowing the city to clawback some of its investment based on results, revenue sharing, and a "pretty stiff" penalty for the Rays trying to leave St. Petersburg before the end of the lease.

St. Petersburg city council member Lisset Hanewicz asked the Tallahassee-based group, which frequently provides analysis used by Florida lawmakers, to take a look at the deal.

Council is expected to discuss the ballpark and Gas Plant issues next month.
